Le rôle des rapporteurs dans la préparation des projets de rapports soumis à la procédure de codécision est loin d'être négligeable : ils exercent en effet leur influence au sein des commissions parlementaires où se déroulent les négociations entre groupes politiques avant la session pléniaire, ainsi que dans les pourparlers menés avec la Commission et le Conseil, dans le but de maximiser le consensus et l'influence du Parlement, lorsqu'un marchandage interinstitutionnel doit avoir lieu. La comitologie et les questions budgétaires sont les domaines les plus conflictuels, comme le montrent les études de cas sur le programme SOCRATES (1994-1995) et sur le programme SAVE II (1999-2000) qui donnent aussi des indications sur le choix des rapporteurs en fonction de la nationalité et/ou du groupe politique.
