Créé conformément au chapitre 19 de l'Acte de 1998 sur les droits de l'homme, la Commission parlementaire jointe sur les droits de l'homme, est chargée d'examiner la conformité des dispositions législatives et des pratiques administratives britanniques aux normes établies par la Convention européenne des droits de l'homme. Grâce à ses méthodes et à l'ampleur de son travail, elle a renforcé le contrôle parlementaire dans son domaine, exercé une influence directe sur le contenu de certaines lois et contribué à l'émergence d'une nouvelle culture des droits de l'homme au Parlement britannique.
