L'administration Clinton a adapté le modèle de prise des décisions de politique étrangère, antérieurement très centré sur l'autorité présidentielle, à la personnalité du Président Clinton et à la complexité de l'environnement international de l'après guerre froide. Deux tendances apparemment contradictoires se sont conjuguées, le glissement du pouvoir du Département d'Etat vers la Maison Blanche d'une part et un renforcement des contraintes imposées par le Congrès et l'environnement politique interne sur la "présidence post-impériale" de l'autre. En dépit des critiques énoncées à l'encontre du style de sa politique étrangère, manquant notamment de ligne clairement définie, l'administration Clinton a cependant à son actif des résultats importants, tels que l'élargissement de l'OTAN, un rapprochement avec la Chine et la Russie, la fin de la guerre dans les Balkans et la chute de Milosevic
