Numéro spécial consacré à un bilan des développements juridiques relatifs à la protection des droits de l'homme en Europe pendant l'année 1997-98. Deux événements importants doivent être soulignés : le premier est l'entrée en vigueur du protocole additionnel N°11 de la Convention européenne des droits de l'homme. Le second événement est l'adoption prochaine par le gouvernement britannique d'une loi sur les droits de l'homme qui permettra d'incorporer la la Convention au droit britannique.
