La politique communautaire de l'environnement coexiste à la fois avec les politiques nationales de protection de l'environnement et avec les politiques axées sur le marché unique, ce qui génère différentes logiques d'harmonisation des réglementations et des processus. La directive de 1994, sur le traitement des déchets qui se rattache surtout à la catégorie des normes concernant le produit, mais aussi à celle des normes concernant les processus, illustre cette difficulté.
