Craignant de voir remises en cause les aides au développement dont elles bénéficiaient au titre de l'objectif n°2 défini par la réforme des Fonds structurels de 1988-89, les quelques 60 régions affectées par le déclin industriel se sont organisées en véritable association de lobbying, la RETI, et ont mené à partir de 1991, une action concertée dans le but de faire pression sur les autorités communautaires et de défendre leurs intérêts. Cet exemple illustre le rôle que peuvent jouer des acteurs régionaux fondant leur action sur des caractéristiques économiques communes.
