Paradoxalement, ce sont les Etats démocratiques, Etats-Unis et Grande- Bretagne qui ont été les plus ardents belligérants dans la guerre du Golfe tandis que les Etats non démocratiques comme l'URSS, l'Algérie et l'Iran s'efforçaient de sauver la paix. Toutes les conditions étaient réunies pour en arriver là : revanche sur le Vietnam, mythe de la supériorité blanche. Il faut néanmoins continuer à lutter pour venir à bout de cette culture politique.
